The contract period for substitute teachers is based on an annual system, which guarantees their rights and provides them with fair compensation. This stable teaching environment helps to attract and retain excellent teaching talent, reduce the turnover rate of substitute teachers, ensure uninterrupted teaching and communication between teachers, parents, and students, and ultimately enhance the quality of education in the city of Taoyuan, creating a more livable city.
The job duties of substitute teachers are the same as those of regular teachers. In order to ensure that they receive the same pay for the same work and recognize their dedication in the teaching field, Taoyuan City is leading the way among the six municipalities in Taiwan by implementing an “annual contract period for substitute teachers” in its municipal elementary and junior high schools as well as public kindergartens from the 2022 academic year. For those already employed, the contract period will be extended to July 31, 2023, without retroactive effect from their initial appointment. For the second semester of the 2022 academic year, schools will conduct selection or re-appointment of substitute teachers, with the start date of their contract period being February 1, 2023, and appointment based on the actual date of their employment.
