Taoyuan Sustainable Development Goals

In addition to the physical pain of childbirth, postpartum women may experience emotional distress or mood instability due to role changes, life pressures, and hormonal fluctuations. In order to provide immediate support to help postpartum women adjust their mood and alleviate stress, the Taoyuan City Government launched the nation's first “Postpartum Depression Psychological Counseling Program” on May 10, 2023. This program involves collaboration among psychological counseling institutions (including medical institutions), obstetrics and gynecology clinics, and traditional Chinese medicine clinics. It provides proactive intervention and care for women after childbirth. Obstetrics and gynecology clinics and maternity hospitals conduct assessments using the Edinburgh Postnatal Depression Scale, and those who score 13 or higher are referred to the Department of Public Health for care and coordination. The target beneficiaries of this program are women who are residents of Taoyuan City or their spouses within 6 months of childbirth, including partners in need of psychological counseling. Comprehensive services are provided, and the goal is to guide postpartum women through their psychological changes after childbirth with the help of professionals.As of May 2024, there are 2,513 cases of postpartum depression screening。

Birth AllowanceTo encourage citizens to have and raise children, Taoyuan City Government has been providing maternity allowance since 2015, with the highest annual disbursement and birth rate among the six municipalities. The amount of the allowance has been increased from December 25, 2022.Eligibility:Either the newborn’s legal representative must have resided in Taoyuan City for at least one year from the date he/she last moved in to the date of the newborn’s birth, and still reside in Taoyuan City at the time of application.The application must be submitted within 6 months of the newborn’s birth.Amount of Allowance:For newborns born before December 24, 2022 (inclusive), NT$30,000 for each newborn; NT$35,000 for each twin; and $45,000 for each triplet or more, if the applicant meets the eligibility criteria. For newborns born after December 25, 2022 (inclusive), NT$30,000 for the first child, NT$40,000 for the second child, and NT$50,000 for the third child (and above), if the applicant meets the eligibility criteria. For multiple births, an additional NT$10,000 per child is provided (calculated based on the order of birth among children born to the same mother, according to the household registration completed at the time of application).

Taoyuan City Government has consistently provided the community-based rehabilitation services in rural areas for years. As a result of the services, many of them have improved their daily life function、enhance their self-care ability and lighten the burden on family caregivers, improve the living quality for both the disabled and their families.To strengthen the capacity and quality of medical care and to strech out the caring for the vulnerable elderly, we will realllocate the medical resources by gathering medical professional (such as General Practice、Chinese medicine practitioner、physiotherapist、occupational therapist) to provide the service for Yehang Tribe in Sanguang Li and Gaoyi Tribe in Gaoyi Li, Fuxing District in 2023.As of the end of May 2024, 28 sessions of rehabilitation services were provided, with 278 participants; 6 sessions of health education lectures were provided, with 65 participants

Early Lung Cancer Screening Expanded to 4 Categories and 13 GroupsLung cancer has been the No. 1 cancer mortality rate in Taoyuan for many years. In order to take care of the public’s health, Taoyuan City has expanded lung cancer screening since March 2023. Low-dose computed tomography (LDCT) lung cancer screening services will be offered to citizens over 40 years old with high risk of air pollution, oil smoke, tobacco, occupational exposure, or related medical history/family history, for early detection and treatment. It is estimated that 25,000 people will be subsidized and more than 80% of early stage lung cancer cases will be detected.First-ever Online Screening AppointmentEligible citizens can visit the website of Taoyuan City Public Health Department, click on the lung cancer screening appointment platform, and apply for online appointment. After the examination and approval by the Public Health Department within 3 working days, citizens can go to the hospital with QR code for screening. As of May, 2024, a total of 34,850 applications have been submitted, and 27,317 completed their screenings. Among the screened participants, 1,839 were positively identified through image analysis, and 108 were diagnosed with lung cancer.Diversified screening groupsLow-dose computed tomography (LDCT) lung cancer screening service will be expanded to target the citizens over 40 years of age who are registered in Taoyuan with four risk factors: “tobacco exposure”, “related medical and family history”, “occupational exposure” and “air and grease pollution”.

Pre-pregnancy and Pregnancy Subsidy and Mother-Infant FriendlinessIn order to enhance the fertility intentions of women of childbearing age and their spouses, Taoyuan City has been offering the Diversified Healthy and Happy Family Subsidy Plan since 2015, which provides preconception health checkup subsidies for both men and women, amniocentesis during pregnancy, screening of maternal blood for Down syndrome and subsidy for TCM pregnancy and fetal raising. 13,256 people were subsidized in 2022. The mother-infant friendly gesture keeps continuously being promoted, within 11 mother-infant friendly hospitals and 35 postpartum care Institutions this concept has been engaged in 2023 to create a breastfeeding-friendly environment.With the outreach activities and subsidies of Taoyuan City, the average utilization rate of prenatal examinations for pregnant women in Taoyuan City is 96.9%, which is greater than the average rate of 96.1% in Taiwan.In addition, in response to the expansion of subsidies for infertility treatment direction of the central government in July 2021, starting from 2022 women's pre-pregnancy health examination under the City’s Healthy and Happy Family Subsidy Plan have been added with the glycated hemoglobin test, making the total items for examination from 8 to 9. The age limitation for the first trimester of Down's syndrome screening has been canceled, and the subsidy for the second trimester of Down's syndrome screening subsidy is included; however, the Down's syndrome screening is only subsidized for one trimester of the citizen’s choice. In 2023, the preconception health checkup subsidy has been expanded to include people whose spouses are domiciled in the city by removing the marriage requirement. Presently, the eligibility criteria has been adjusted to include nulliparas who are domiciled in the city (or whose spouse is domiciled in the city.) In 2024, the subsidy for TCM pregnancy has been presented by removing the marriage requirement and expanded to nulliparas who are domiciled in the city. Moreover, the subsidy options for Down's syndrome is only chosen one way form Non-invasive Prenatal Testing(NIPT) ,first trimester of Down's syndrome screening and the second trimester of Down's syndrome screening.

Diverse Facilities and ExperiencesTaoyuan Youth Adventure Camps is located near the Yongan Fishing Harbor and the Yongan Conch Culture Experience Park in Xinwu District. In order to promote ROT(Rehabilitate-Operate-Transfer) and to develop the natural resources, precious Hakka culture, 60 high and low tightrope facilities and 2 team confrontation facilities have been set up to provide exploration education for the public and young students. In the future, the courses of environmental education certification will be further promoted health and sustainability education.

Smart Medicine in Fuxing DistrictConsidering the lack of medical resources in Fuxing District, the City cooperated with the central government to promote the “Integrated Delivery System Plan (IDS Plan) in Mountainous and Islands Areas” by Linkou Chang Gung Memorial Hospital, St. Paul's Hospital, Gao Yangwei Clinic and Fuxing District Public Health Center. Through the development of smart medical care via technology, the dilemma of insufficient specialist physicians in remote areas will be reduced, and the intelligent and localized medical care in remote areas will be implemented to provide better health care for residents in Fuxing District.Medical Stations and Circuit Medical ServicesCircuit medical services are provided. In addition, “Hualing Medical Station” is set up in the mountains of Fuxing, providing 24-hour emergency, 3-times-a-day outpatient clinic, and 3-times-aweek circuit medical service. As of April 2024, a total of 161,265 patients have been served.TelemedicineTelemedicine consultation has been implemented since 2019, among which the dermatology consultation was made available first. Through the cloud video function in conjunction with handheld digital diagnostics set, microscopic examination and transmission of medical images can be performed simultaneously; alternatively, by the remote-control instrument integrated with the medical information system HIS doctor order, doctors stationed in Fuxing District and local patients are allowed to have instant consultation with the specialist doctors of Linkou Chang Gung memorial Hospital. A total of 1,480 consultations were performed inApril 2024, among which contains 72 patients with high-quality teleconsultations to the locals.Coastal area medical network service plan to Xinwu, Guanyin and Dayuan DistrictsTaoyuan City has promoted the medical network service plan in coastal areas since 2019. Through four major services including mobile outpatient clinics, teleconsultations, Advance Care Planning (ACP) and home medical visits, the authority has actively brought medical resources into the community and benefited remote areas with accessibility and convenience of medical treatment featuring professional care by large hospitals for locales.Mobile Outpatient Clinicsoutpatient clinics features arrangement of medical staff entrance to communities to lower the hassle from transportation by the residents of the coastal areas and to enhance the accessibility to medicine. 2 circuit medical services available at designated locations are held biweekly, and bimonthly health lectures are held.
