Promoting Energy Transition Policies
Taiwan currently has about 82% of its power generation by thermal power, about 7% by nuclear power, and about 11% by renewable energy. The country is actively promoting the energy transition policy. In 2025, the non-nuclear homeland goal has set the proportion of power generation by renewable energy to be 20%. To ensure that everyone can obtain economical, reliable and sustainable energy, Taoyuan City is committed to promoting energy transition, with three strategies of "improving the installation of local renewable energy", "improving the efficiency of electricity use in the City" and "strengthening local energy governance" as the main axes of its policies, and 9 measures were planned to be implemented accordingly.
Promoting Power Saving Applications and Services to Strengthen Power Control Capabilities of the City
In response to the amendment to the Electricity Act and to meet the central government's 27GW (gigawatt) grid-connected demand for renewable energy power generation equipment in 2025, and to maintain a stable power supply policy goal, Taiwan Power Company has officially launched a power trading platform in November 2021, breaking away from the traditional idea of building or expanding power plants, introducing private decentralized power resources into the power grid, and ensuring the safety and stability of power supply in the power system. Taoyuan City encourages power users to install energy storage equipment in order to develop virtual power plants and strengthen urban energy control capabilities. By soliciting the “Power Allies”, it is expected that a sharing economy can be created, with power grid stability maintained for strengthening the overall development of the power market.
Promoting Diversified Renewable Energy Policies
Taoyuan City is the largest industry city in the country, with the largest number of electricity consumers in the country with a contracted capacity of 800kW (kilowatt) and above, and industrial electricity consumption accounts for 14.5% of the country's total industry electricity consumption. Taoyuan promotes the policy of multiple renewable energy, and the cumulative installed capacity of renewable energy has reached 1012.6MW (million watts) as of April , 2024, among which the solar optoelectronics installation capacity is 739.2MW(million watts), the highest among the country and cities in Northern Taiwan, an increase of about 141.9 times compared with that before the City promotion (2014). The goal is to reach cumulative installation capacity of renewable energy at 1.2GW (billion watts) by 2030.
Regulating Major Power Users in Installation of Green Power Equipment
Taoyuan City mainly develops two green energy, solar and wind power, and through legal operation procedures, it is regulated that large electricity consumers with a contracted capacity of more than 5,000kW (kilowatts) should install 10% of green energy equipment, and it is estimated that equipment with total capacity of 148.9MW (million watts) can be installed. The solar optoelectronics installation capacity has an annual power generation capacity of about 186 million kWh, and an annual carbon reduction of more than 90,000 metric tons can be reached; meanwhile, the land, water, and offshore fields are engaged to introduce renewable energy.
Promotion of Power-Saving Plans in Cooperation with Central Policies
Taoyuan City actively cooperates with the central government to promote the power-saving plan by organizing the replacement of energy-consuming equipment for the residence and commerce department and introducing new power-saving measures, meanwhile strengthening power demand management and implementation of smart energy.
