Setting Rules of Application for Use of Public Channels

In order to protect citizens' freedom of speech and to ensure equal opportunities for “access to media”", the three cable TV system operators in Taoyuan City have formulated regulations for applying for the use of public channels for government agencies, schools, groups and the public to apply for broadcasting public welfare, arts and crafts, cultural, social education and other programs allow citizens to cultivate civic media self-discipline, possess the skills of citizen journalists, record the process of local growth, and respond to current affairs and policy issues.

Taoyuan Urban Records and Images Empowerment Workshop for the 6 th Year in a Row

In order to realize the people’s Media Accessibility Rights, new courses on news imaging, photography, and self-media management have been introduced in 2024. Distinguished professionals from the field of communication studies, experienced practitioners in image production, and individuals working in the news industry have been invited to conduct the courses. The curriculum covers both foundational theoretical aspects and practical applications. Workshop outcomes will also be showcased, with participants’ self-produced videos broadcast on three local public cable TV channels in the city. The goal is to increase civic participation and enrich the content of the public channels. Ongoing improvement of course content includes lectures on media literacy, gender equality and anti-discrimination. Participants are encouraged to actively participate in public affairs and produce special reports on the cultural characteristics of Taoyuan’s indigenous people and new immigrants.

Cable TV Operators Cultivating Media Literacy

With the development of internet and mobile technology and the prevalence of social media, the three cable TV operators in Taoyuan City have converted public channel resources and photography editing equipment to cultivate citizens' media literacy and primary photography editing courses.

  1. Cooperative Education with Schools
    Equipment and teaching materials provided free of charge, with cooperative education joined by teachers and students as means of infusing media literacy into teaching.
  2. Promoting Photography and Writing of Stories by the Mass
    In collaboration with the domestic troupe SHADOW, the promotion featuring self-directed and starred films narrating community stories are made; meanwhile, the citizens are taught the means to “write” a story with smartphone, ensuring citizen's equal opportunities to “media accessibility”.

Continued Promotion of Cable Public Channels

In 2024, a cable TV media experience camp will be held in cooperation with local cable TV in Taoyuan, enrolling middle and high school students in Taoyuan Elementary School to introduce the functions and applications of local public access channels, so that students can further understand cable TV media and cultivate citizens’ ability to use media from a young age, with the hope of expanding the benefits of public access channels.
