Development of Taoyuan Aerotropolis

Taiwan is located in the center of Northeast Asia and Southeast Asia, and the average flight time between airports in other neighboring Asian countries is only 2 hours and 30 minutes, which shows the superior geographical location of Taoyuan International Airport. Considering that the passenger and cargo volume of the existing airport has reached the upper limit of the two runways and beyond capacity. For future development needs, it is urgent to build facilities such as the third runway to expand the capacity of airport facilities to meet the needs of air passenger and cargo. After the Aerotropolis Plan is developed, it is now possible to obtain the hinterland for airport expansion and industrial development, with 610 hectares of charter airport area, 74 hectares of free trade port area, 346 hectares of areas for industrial use, 306 hectares of the commercial area and 342 hectares of the residential area [airport park + nearby area (Phase 1)].

In 2020 and 2021, the announcement of land acquisition and the announcement of land improvement area acquisition were carried out. The “Drafting of the Taoyuan International Airport and Surrounding Area Special Zone Plan (Phase One)” urban plan was also issued and implemented. In 2022, all priority construction zones were launched, and announcements of investment promotion were made for priority industrial zones. The Aerotropolis has entered the phase of substantial construction and development.

  1. Introduction of Three-Low-and-One-High Industries
    Utilize the geographical advantages of Taoyuan International Airport and the advantages of Taoyuan's existing industrial clusters, plan free trade port areas and industrial exclusive areas, and introduce "Three-Low-and-One-High" (low pollution, low energy consumption, low water usage, high added value) industries , Priority investment includes six major industries including cloud computing, aviation assistance, international logistics, biotechnology, smart vehicles, green energy, etc., to drive the improvement and transformation of the national industrial output value and enhance the national competitiveness.
  2. Introduction of EcoLogistics Industry
    Combining smart technology with logistics operations to develop an airport warehousing and logistics demonstration area.

Promoting Intelligent and Resilient City with Philosophy of Circular Economy

Taoyuan Aerotropolis Project introduced design concepts such as resilience, intelligence and circular economy in the process of infrastructure construction.

  1. Resilience Design
    Building common utility tunnel and lay out broadband facilities, and plan smart grids to integrate service systems and improve resource utilization efficiency.
    Formulating flood resilience standards, based on the principle of land sharing runoff and coexistence with water, taking into account the management of water system stormwater, earthquake resistance of public pipelines, common pipelines for life, disaster prevention and refuge, etc. The runoff stays in urban land for a long time to reduce the burden on rainwater sewers and waterways in the area.
  2. Smart Design
    Building database for intelligent streetlights and 3D underground pipelines.
    Creating the Intelligent Aerotropolis through bridge inspection, flood control monitoring, and Environment quality monitoring.
  3. Circular Economy
    Formulating measures for water retention, rainwater storage, sewage recycling, etc., cooperating with Taoyuan North District Water Recycling Center, planning the use of recycled water in Aerotropolis industry, and constructing a water resource recycling environment. Promote Green Building and reduce resource consumption.

Preservation of Existing Cultural Assets

The former Air Force Taoyuan base was a facility that housed various units, including the 35th Air Force Squadron (i.e. the Black Cat Squadron), the Fifth Squadron, the Photographic Technology Squadron, and the Navy, before being designated as a historic site in 2016, it was one of the best-preserved military bases in Taiwan after decommissioning, witnessing the history of the frontline of the free world during the Cold War. In the future, the City will promote preservation and revitalization through the overall planning of historic preservation areas, park green fields, and garden roads in the future to reproduce the historical cultural field, and create the value of special cultural assets.

Proper Settlement of Existing Residents and Plants

Aiming at the building-relocation practice, and resettlement for every village, the type 2 residential area is planned as the resettlement street blocks built by the people, and the type 5 residential area is planned as government-built resettlement and social housing.
The original legal factories in the area was divided into sporadic industrial areas without interfering with the urban plan and the zone expropriation plan, which will not be included in the zone expropriation. In addition, the existing illegal factories in the area were relocated to the area near the City government development (Phase 1) under guidance, with a 1.7-hectare industrial waste and sewage treatment plant planned. Through factory legalization, land use control and centralized wastewater treatment, effective reduction of wastewater pollution and land return to rational use can be realized.

Focusing on Citizen Participations

After the Taoyuan Aerotropolis Project was reviewed and approved by the Ministry of the Interior in 2014, 30 hearings were held from 2015 to 2016, whose results as well as public opinions were adopted in the review of urban plans before proposal to the Urban Planning Commission of the Ministry of the Interior. The proposal was under additional review and was approved in 2021. The total urban plan area is 4,564.26 hectares. Taoyuan City Government announced on  November 2nd, 2021 the implementation of the Taoyuan Aerotropolis Airport Park and Nearby Areas (Phase 1) Project.
In addition, the Ministry of the Interior following its approval of scope of zones to expropriate and the proportion of compensation equivalent lands in 2018, the appraisal of the land and surface features was carried out, starting from 105 land purchase price negotiation meetings and public hearings on zone expropriation held in 2019, which was followed by 225 ground features purchase price negotiation meetings and zone expropriation hearings from June 2020 to May 2021. This Project has been reviewed and approved by the land expropriation review team of the Ministry of the Interior, and the land and land improvement zone expropriation have been announced and processed in November 2020 and May and July 2021 respectively. In addition, in the promotion of Aerotropolis Project, in 2021, according to the characteristics and needs of each village, briefing sessions on sites of rural area were held. In 2022, 14 resettlement block draw and land allocation work briefing sessions were held for proceeded listening of opinions of the public. Subsequently, the lottery and allocation process for the resettlement land were carried out in various stages. In April 2023, a factory resettlement briefing session will be convened, followed by a housing allocation briefing session scheduled for July of the same year. Continuous review and adjustment of measures will be conducted, taking into account public feedback.
