The Integrated Management Plan of Air Quality

Clean air is one of the necessities for human survival. With the development of industry and transportation, the problem of air pollution becomes increasingly serious. In order to ensure air quality, Taoyuan City promotes various control plans for the main sources of air pollution, and grasps and updates environment load and pollution emission data coupled with air quality monitoring data analysis and exploration of the causes of daily pollution of adverse air quality events with a view to immediately report and take contingency measures when air quality deterioration events occur.

Negotiation with Major Manufactures on Reduction

In terms of fixed pollution sources, 8 factories with large emissions of sulfur oxides and nitrogen oxides have been involved in a negotiation for emission reduction and adopted use of low-polluting fuel in replacement, control equipment update, and adjusting operating conditions to improve air quality. Among them, Datan Power Plant is expected to achieve an annual reduction of 2,401 metric tons of nitrogen oxides in 2022.

Promotion of Low-Pollution Transportation

In order to reduce the pollution emissions of two-stroke scooters, the City actively promotes the use of low-polluting vehicles. There are more than 90,000 electric scooters in this city, and green energy vehicles such as electric buses and public bicycles are promoted.

Smart monitoring. Identifying Pollution Hotspots

In order to avoid the impact of the environment caused by the industries, Taoyuan City took the lead in cooperating with the Environmental Protection Administration, Executive Yuan in 2017 for trial deployment of 100 air quality sensors in the Guanyin industrial Area, with proper implementation results obtained. Subsequently, air quality sensors have been installed in the industrial areas within their jurisdiction, with a total of 1,000 air quality sensors deployed in total, which reached the City's deployment benchmark:

  • Phase 1 : 400 air quality sensors were deployed in surrounding areas of Guishan Industrial Area, Pingzhen Industrial Area, Dayuan Industrial Area, Guanyin Industrial Area, Hwa Ya Technology Park , Longtan Science Park and Sanheli Factory in Longtan District.
  • Phase 2 : 500 air quality sensors were deployed surrounding areas of Zhongli Industrial Area, Taoyuan Youth Industrial Park, Linkou Gong-I Industrial Area, Environmental Science and Technology Park, Yongan Industrial Area, Haihu Kengkou Industrial Park, Longtan Wushulin Industrial Zone and factories in Bailu Village, Bade District.
  1. Smart Analysis of Pollution Sources
    The industrial areas and their surrounding areas are under real-time monitoring of air quality, and the intelligent analysis of the Internet of Things is engaged to quickly identify suspicious pollution sources. In combination with the intelligent dispatch inspections by Taoyuan City Pollution Monitoring Center, instant response and handling to air quality abnormality and grievance cases are facilitated.
  2. Grasping on the Status of Construction Sites
    Engaging smart technology for monitoring, “air boxes” and CCTV are installed to monitor the compliance rate of control over pollutions by vehicles entering and leaving high-pollution construction sites, and aerial cameras are engaged to grasp the overall view of construction sites and further improve bare ground and material stacking dust. The PM10 emissions has been reduced by 4,280 metric tons.
