Taoyuan Sustainable Development Goals

Taoyuan is the national gateway of Taiwan and the largest industry city in Taiwan with a rapidly rising population driving industrial and economic development of Taiwan. At the same time, it also takes into account the transformation of intelligence, energy, and environment in its embrace of the goal of net zero carbon emission in 2050; Taoyuan GHG is majorly composed of emissions generated in industry-related energy, followed by transportation energy, therefore, the City Government is committed to promoting green city policies, formulating Autonomous Regulations of Low-Carbon Green City Development in Taoyuan City, and promotes climate change mitigation and adaptation policies. Meanwhile, with Sustainable Development Goals integrated, the Taoyuan City Government Sustainable Development Committee to grasp the progress of various policies and improve the future governance direction.

Promotion Timeline

In 2015, Environmental Protection Administration, Executive Yuan announced Greenhouse Gas Reduction and Management Act, and the City began to monitor and inspect the major GHG emitters.

2016

1. Established the Low-Carbon and Green City Promotion Team in Taoyuan City to promote and coordinate related works including mitigation and adaptation with a view to promote low-carbon green energy industries, create a low-carbon environment with livability, and implement a low-carbon life.
2. Implemented Flagship Plan for Low-Carbon Green City Development in Taoyuan City.
3. Implemented the Taoyuan City Climate Change Adjustment Plan.

In 2017, the Autonomous Regulations of Low-Carbon Green City Development in Taoyuan City was implemented, making Taoyuan City the third city in Taiwan to implement the low-carbon autonomous regulations.

2018

1. In line with the GHG reduction policy of the Executive Yuan, the "Taoyuan City Low-Carbon Green City Flagship Project" was transformed into “GHG Control and Implementation Plans”.
2. Performed Taoyuan City climate change vulnerability analysis and assessment.

2019

1. Completed the 1st amendment to Autonomous Regulations of Low-Carbon Green City Development in Taoyuan City, whose revisions include strengthening of green transportation environment, relaxation of conditions for installation of green facilities and renewable energy, promoting environmentally friendly hotel certification, heightened monitoring over major electricity consumers, etc.
2. Implemented the first phase of the GHG emission control and implementation plan.
3. Developed the climate change adaptation plan for 2020-2022, and conducted business interviews across bureaus for the vulnerability of adaptation to reach consensus and refine the future direction.

2020

1. Completed the 2nd Amendment to Autonomous Regulations of Low-Carbon Green City Development in Taoyuan City, whose revisions include regulations on waste management, encouragement to installing energy-saving lamps as replacement, and promotion of reusable containers, etc.
2. Implemented the 2020-2022 climate change adjustment plan.

2021

1. Established the Taoyuan City Government Sustainable Development Committee to implement the City's sustainable development concepts of health and friendliness, living and working in peace and contentment, and intelligence and resilience, and completed the coordination and promotion of sustainable development and related affairs.
2. In response to the global 2050 net zero goal and the country's Climate Change Adaptation Act, the Taoyuan City 2050 net zero path was developed.

2022

1. The Taoyuan City 2050 Net Zero Path was published in March, showcasing Taoyuan’s determination in net zero carbon reduction.
2. Developed the amendment draft to Autonomous Regulations of Low-Carbon Green City Development in Taoyuan City by incorporating the net zero strategy.

2023

1. The "Taoyuan Race to Zero" campaign was launched in March 2023 with the goal of increasing the carbon reduction target to 50% by 2030.
2. The second phase periodic GHG control implementation plan for Taoyuan City was approved by the Ministry of Environment in May.
3. "Taoyuan City Government Sustainable Development Committee " will be revised to "Taoyuan City Government Sustainable Development and Climate Change Response Promotion Committee " in July, aiming to implement the sustainable development, greenhouse gas reduction, and climate change adaptation policy principles in Taoyuan City. 
4. Taoyuan City’s Ordinance for the Development of Low-Carbon Green City Autonomy has been in effect for more than 7 years on January 1, 2017. The Ordinance was launched based on Taoyuan’s climate change policy and is mostly a guide to transparency laws; in response to the 2050 net-zero goal and China’s twelve Major strategies, and based on the city’s greenhouse gas emissions, study and formulate Taoyuan City’s regulations on promoting net-zero urban autonomy, incorporate the city’s 2050 net-zero goal into law, and implement the city’s decisions in September.
5. Taoyuan City is the only city in Taiwan that receiving an ‘A’ on CDP’s (Carbon Disclosure Project) annual cities A List (2023) in November.
